A cookie is created with the Secure or HttpOnly flag explicitly set to false (CWE-614/CWE-1004). Without Secure the cookie can travel over plain HTTP; without HttpOnly it is readable by JavaScript and stealable via XSS. Set both flags to true for session and auth cookies, and add SameSite.
