Lack of Administrator Control over Security describes a general pattern rather than a single fixed bug. Testers use a mix of static analysis and manual code review to find where a target's code matches this pattern, then confirm exploitability by hand.
If the product's administrator does not have the ability to manage security-related decisions at all times, then protecting the product from outside threats - including the product's developer - can become impossible.
